Information Commissioner lands in trouble for shielding VS

Kerala Information Commissioner K Natarajan has landed in trouble for his alleged attempt to prevent a case being registered against Opposition leader V S Achuthanandan in a land scam.

A Malayalam TV channel on Tuesday telecast a telephonic conversation which he had purportedly made with the vigilance DySP who is probing the scam for pressing his demand.

In the conversation, he is heard saying that Achuthanandan is not habitually corrupt and that it might be a slip. So if possible, the charges against Achuthanandan should be dropped using the prerogative of the investigative officer. He reportedly made the request to DySP V G Kunju in September. Read more.

Court orders vigilance probe against PJ Joseph

The Court of Enquiry Commissioner and Special Judge, Kottayam, has ordered the Vigilance and Anti-Corruption Bureau (VACB) to proceed with the investigation against the Water Resources Minister P J Joseph for encroaching government land in Idukki district.

Special Court Judge S Soman also directed VACB officials to start investigation against former Revenue minister K E Ismail for taking a supportive stance to Joseph while the former was in office during 1996-2001. The court order was in response to a complaint filed by George Vattukulam, a social activist and president of Malayalavedi. Read more.

Major-General under lens for financial irregularities

NEW DELHI: In yet another corruption scandal to hit the Army, a Major-General is now under the scanner for alleged gross financial irregularities while he was posted in the operationally crucial Northern Command in Jammu & Kashmir.

The Major-General, who was posted as the chief of the Electronics and Mechanical Engineers (EME) wing of the Northern Command headquartered in Udhampur, had been "attached" in the ongoing court of inquiry (CoI) against a Colonel. Read more.

13 more DGCA officials face CVC heat for violating rules

NEW DELHI: A day after TOI reported CVC recommendation for serious disciplinary proceedings against eight senior officials of the Directorate General of Civil Aviation (DGCA), it turns out that at least 13 other senior officials of the aviation regulator are also in the dock for breach of government rules and regulations.

The charges against the 13 officers who have been recommended for punishment are the same as brought against eight others — abuse of position to favour airlines that they were supposed to regulate and to promote the interests of their kin. Read more.

CVC seeks tough action against 8 DGCA officials

NEW DELHI: By any yardstick, this is scary news. The regulatory mechanism to ensure safety in Indian skies seems to have almost completely broken down.

Over the last few weeks, the Central Vigilance Commission has approved serious action, including possible dismissal from government, against eight senior officials of the Directorate General of Civil Aviation, for illegal activities such as getting their children or spouses appointed in private airlines without clearance and using their position to unduly influence these airlines. Cop books judge’s kin, made to work as peon

NEW DELHI: In a written complaint against an additional sessions judge at Tis Hazari courts, a traffic head constable has alleged he was abused and forced to report as a peon in a traffic court because he had issued a challan to the judge’s brother for riding a two-wheeler without a helmet.

The head constable, Mahee Lal, said the judge first tried to stop him from issuing the challan. When Lal went ahead and issued the ticket, he was summoned to the judge’s court. There, he was abused by the judge for doing his duty and illegally forced to work as a peon in a traffic court for three days, the complaint says. Read more.

Another judge suspended in cash-for-bail scam in AP

HYDERABAD: Anti Corruption Bureau (ACB) sleuths registered a case against a sitting judge of the Andhra Pradesh high court and conducted searches at the houses of two more judges . Yet another sitting judge has been linked to in connection with the cash-for-bail scam involving jailed mining baron Gali Janardhan Reddy on Wednesday.

While judge D Prabhakar Rao, who was secretary (legal), AP state election commission, has already been transferred and placed under suspension, the premises of K Lakshminarasimha Rao, chief judge of a small causes court, were also searched. Read more.

FIR against NDMC ex-chief in convention centre case

NEW DELHI: Parimal Rai, a senior bureaucrat of Delhi said to be close to chief minister Sheila Dikshit, is in trouble with Central Bureau of Investigation finally registering an FIR against him in a project related to New Delhi Municipal Council (NDMC). Sources told TOI that Rai has been named as an accused in a Rs 15 crore contract for civil and electrical works awarded to a private company, Decor India. The CM had recently defended Rai in a letter to home minister P Chidambaram. Read more.

Virbhadra Singh quits, accuses Himachal govt of framing him

New Delhi, June 26, 2012

Micro, small and medium enterprises Minister Virbhadra Singh resigned on Tuesday after a court in Shimla framed corruption charges against him and his wife. "I have submitted my resignation to the Prime Minister," the veteran Congress leader said after calling on Manmohan Singh at his official residence in New Delhi.

The Prime Minister has accepted the resignation and forwarded it to the President, officials said. Read more.

Army orders inquiry against Major General in corruption case

Jammu, June 25: Army has ordered a Court of Inquiry (CoI) into allegations of bribery against senior army officer Major General V K Sharma at the Northern Command headquarters in Jammu and Kashmir.

"A departmental Court of Inquiry (CoI) has been ordered into allegations of financial impropriety in a contract case against Maj Gen V K Sharma," an army officer said. He has, however, neither been arrested nor detained, the officer said. Read more.

Colonel among six arrested for NDA recruitment scam

NEW DELHI: The CBI busted a major recruitment scam in the prestigious National Defence Academy (NDA) and arrested six people, including a serving colonel, for allegedly receiving bribes for jobs and claimed to have recovered Rs 1.76 crore from different locations in connection with the case.

The agency raided 14 places in Pune, Mumbai, Gurgaon and Sonepat, and recovered cash which was allegedly taken by officials and their touts for recruiting subordinate staff like cooks, gardeners, library and laboratory attendants, cadet orderly and lower division clerks, officials said. Read more.

Army colonel arrested in NDA recruitment ‘scam’

MUMBAI: The CBI on Saturday arrested Col Kulwinder Singh, staff officer (SO) to Lt Gen Jatinder Singh, National Defence Academy commandant, in connection with complaints of graft over the appointment of 40 lower-division clerks in the NDA.

Singh, who belongs to the Guards regiment, was arrested from a friend’s residence in the Colaba military station. Read more.

Hyderabad. The Andhra Pradesh anti-Corruption bureau has arrested suspended Central Bureau of Investigation (CBI) judge Justice Pattabhi Raman Rao in the cash-for-bail case.

Rao allegedly accepted a bribe of Rs 6 crore to grant bail to former BJP minister Gali Janardhana Reddy in an illegal mining case. Read more.

Retired AP judge TV Chalapathi Rao arrested in cash-for-bail scam

Hyderabad, June 16, 2012

A retired district judge TV Chalapathi Rao and son of the suspended CBI judge T Pattabhirama Rao were arrested by the Anti-Corruption Bureau (ACB) in the cash-for-bail case on Saturday, officials said. Earlier in the day, the ACB had conducted raids on the residences of Pattabhirama Rao and Chalapathi Rao in Hyderabad, Chalapathi’s relative P Srinivas Rao at Chilakaluripet in Guntur district and a senior lawyer E Uma Maheshwar Rao in Hyderabad.

Chalapathi and Pattabhirama’s son Ravi Chandra were questioned by the ACB officials before they were arrested, sources said. Read more.

Ministry of Defence suspends BEML Chairman VRS Natarajan

New Delhi. The Government has put the CMD of BEML Shri VRS Natarajan under suspension following a recommendation by the CBI that he should be kept away from the post to ensure fair investigation. The charge of CMD has been given to Shri P Dwarkanath, the senior most functional Director in BEML. The CBI is currently investigating into various charges against Shri Natarajan. CBI arrests top I-T officials, MD of realty firm for graft

NEW DELHI: The Central Bureau of Investigation on Monday busted a sensational bribery scandal involving high profile income tax officials and a leading construction company that had given them several lakh rupees to suppress its illegal wealth and tax evasion.

The CBI carried out multiple raids across Delhi and Uttar Pradesh and arrested four senior I-T officials, including director (investigation) Kunal Singh, additional director (investigation) Ratan Singh and managing director of realty firm Eldeco Pankaj Bajaj. Read more.

The Judge of a CBI court here, T. Pattabhirama Rao, who was suspended by the High Court on Thursday, and his son, are likely to be arrested in the cash-for-bail episode involving mining baron Gali Janardhan Reddy in the Obulapuram Mining Company (OMC) scandal.

The suspension order against Mr. Rao was slapped on Thursday after a meeting of the collegium of High Court judges, presided over by Chief Justice Madan B. Lokur, with a rider that he should not leave the city till the completion of inquiry against him. Read more.

DGCA officials ‘misused’ free travel facility

NEW DELHI: In yet another shocker from the Directorate General of Civil Aviation (DGCA), some senior officials are now under the scanner for allegedly misusing the facility of free travel in domestic airlines for safety checks and other official work. DGCA issues aeronautical information circulars to officials for travelling on airlines for such purposes.

The vigilance wing of DGCA has detected misuse of this facility where certain officials let private individuals to fly free using AICs. Read more.

Seventh Annual Convention of Central Information Commission on “RTI: Lessons Learnt”

New Delhi, October 11, 2012

Dr Manmohan Singh, Prime Minister of India will inaugurate the 7th Annual Convention of Central Information Commission on “RTI: Lessons Learnt” tomorrow at DRDO Bhawan, New Delhi . The Central Information Commission (CIC) had been organizing a Convention every year on 12-13 October to commemorate the implementation of the RTI Act, 2005. The Commission in the past six conventions organized so far, has deliberated and discussed a wide range of issues relating to the Act and its implementation with a view to learning from experiences as well as to chart the future road map for greater transparency and accountability.

The Convention will have panel discussions on Compliance, Lessons Learnt – Success and Failures and Right to Privacy Vs Disclosure. Sri Wajaht Habibullah, Chairman, National Commission for Minorities, Ms Aruna Roy, social activist and Sri Shashi Tharoor, Member of Parliament, Lok Sabha are chairing the sessions. Sri Shekhar Gupta, Editor in Chief, Indian Express, Sri A N Tiwari, Former CIC, Dr O P Kejariwal, Former IC, Sri K T S Tulsi, Senior Advocate, Supreme Court of India, State Chief Information Commissioners/State Information Commissioners from Bihar, Haryana, Punjab, Karnataka, Kerala, Tamil Nadu, Maharashtra, Uttarakhand, Orissa, J&K, and HP are the other panelists.

The Session on Compliance, Lessons Learnt – Success and Failures would discuss areas of concern relating to record management practices, suo motu disclosures, usages of ICT in dissemination of information, RTI rules and the status of compliances of the directions of the Commission.

The Session on privacy and disclosure would discuss areas of common conflicts relating to disclosure of APAR/ACR of the employees by third parties, disclosure of Contractual Information between the Public Authority and Private Organizations and disclosure of ‘Information’ collected by Public Authority from ‘Private Bodies’ like Joint Venture companies, Public Private Partnerships etc.

The Panel discussion aims at discussing and laying down a way forward for legal and pragmatic solutions regarding some of the areas of major concern in the implementation of the RTI Act including individual’s privacy and the need for their disclosure.

The Convention would be attended, inter alia, by the Chief Information Commissioner and Information Commissioners of the State Information Commissions, the Civil Society Organisations/Stakeholders/NGOs, RTI Activists, Central Public Information Officers and Appellate Authorities of the select Ministries/Departments of the Government of India. The members of the Bagladesh Information Commission, including its acting Chief Information Commissioner, are also attending the Convention this year. Other representatives attending the Convention are members of Civil Society Organisation from Nepal, Maldives, Bangladesh and Sri Lanka.

Seminar on “Transparent and Robust Vigilance Mechanism”

There is a need to reduce negative connotation of Vigilance and to promote preventive, predictive and pro-Active Vigilance

Shri J.M. Garg, Vigilance Commissioner, Central Vigilance Commission (CVC) emphasized that there is a need to reduce negative connotation of vigilance. For this, Shri Garg said that there is an urgent need to promote preventive, predictive and pro-active vigilance so that offenders are caught before commission of the offence. He advised CBEC officers that the delay in vigilance proceedings should be avoided. He also called upon the disciplinary authorities to set example by being transparent, diligent and dedicated to work. Shri Garg was speaking after inaugurating the two day seminar on “Transparent and Robust Vigilance Mechanism” here yesterday. Revenue Secretary Shri Sumit Bose, Chairperson, CBEC Ms. Praveen Mahajan and all Members of CBEC, Chief Commissioners and Director Generals of the CBEC and other senior officials also attended the said seminar.

Central Board of Excise & Customs (CBEC) organised the aforesaid two-day interactive Seminar at India Habitat Centre, New Delhi on 20th & 21st September, 2012. The objective was to improvise the vigilance mechanisms to make it more responsive, transparent, efficient and robust system, by having open dialogue and interaction amongst senior officials of CBEC, CVC and CBI.

Today on the second day of the Seminar, Shri A P Singh, Director, CBI and Shri Wazahat Habibullah, Chairman, National Commission for Minorities and former Chief Information Commissioner addressed the CBEC officers among others.

Addressing the officers, Shri A.P.Singh, Director, CBI, expressed concern over falling rank of India in Transparency International Index. He stressed that bona fide decisions should not be pursued from vigilance angle, as one gets wiser on hindsight. He highlighted about phenomenon of collusive corruption and methods to check it. He expressed that transparency can be enhanced by introducing e-tendering, putting all the websites, disclosure of information etc. He also stressed upon the need for expeditious disposal of vigilance cases.

Shri Wajahat Habibullah, Chairman, National Commission for Minorities spoke at length about relevance of RTI in improving the in-house system of department and containing the menace of corruption. He explained to the participating CBEC officers that the RTI act was only a means to meet the end result of weeding out corruption. He emphasized the need to enhance transparency and accountability in the system.

Revenue Secretary Shri Sumit Bose while concurring with the need for use of technology for improved systems, reduced human interface and transparency also highlighted the need for creating an enabling environment where honest administrators can work without fear and are duly rewarded. He stressed that the bonafide mistakes should be distinguished from the malafide mistakes and genuine decision makers must be encouraged and protected, while guilty should be quickly punished. In this regard, there should be regular interaction with the CVC and CBI, and action plans may be worked out, he added.

Addressing the officers, Ms. Praveen Mahajan, Chairperson, CBEC highlighted the measures taken by CBEC to make it a simple, transparent and non-adversarial tax administration through usage of ICT. She emphasized the continued need for constantly being vigilant and diligent as the stakes are high which has a direct bearing on the economic health of the nation and billions of people, hence there is a need for ‘zero tolerance’ for corruption in the department. She stressed upon that while there are stringent anti- corruption laws, but they can be significant only when they are reflected in our attitude and approach.

Smt. Jaya Balachandaran, Addl. Secretary, CVC, Shri Anil Kumar Sinha, IPS, Addl. Secretary, CVC, Prabodh Kumar, IPS, Head of the Zone , Anti Corruption (HQ) CBI and Anil Palta, IPS, Head of Zone, Chandigarh CBI and Shri Balwinder Singh, IPS (Retd), Advisor to the Ministry of Company Affairs, also addressed the participants during the two day seminar on various technical matters related with Vigilance Administration and coordination between various anti corruption wings of the Government, which was followed by interactive sessions.

Ms Shobha L Chary , Member (P&V) CBEC and Sri R S Sidhu, DG (Vig) CBEC addressed the participants and shared their valuable perspective on various facets of Vigilance Administration to tone it up.
