The Department of
Public Enterprises (DPE) requires services of relevant Experts for appointment
Young Professionals/Consultants/Senior Consultants as (any of the three
categories) with the following job description and educational qualifications
:-
(i) Job
Requirement:
The Government has
approved the Policy for Acquisition of Raw Material overseas by CPSEs. The
details of Policy are available on DPE website (http://dpe.nic.in/newgl/RawMaterialPolicy.pdf).
The policy inter-alia provides for setting up of a
Coordinating Committee of
Secretaries (CCOS) to consider proposals of CPSEs
for acquisition of raw material assets abroad. CCOS will be headed by the Cabinet Secretary with Secretaries of
the Ministry of External Affairs, Planning Commission, Department of Legal
Affairs, Ministry of Finance, Department of Public Enterprises and the
Ministry/Department administering the concerned CPSE and any other Secretary
considered relevant to decision making as members. The CCOS would be serviced by a separate cell to be created in
DPE, which would undertake only coordination related activities in close
cooperation with concerned Ministries.
The Policy further provides that that once
a CPSE/Ministry decides to approach the CCOS, it would submit necessary details
of the proposal to the DPE. DPE would circulate the details of the said proposal
to the members of CCOS on acquisition of raw material assets abroad for their
comments. The DPE would also as early as possible but not later than two weeks
from the receipt of the details of the proposal, convene a meeting of the CCOS on
acquisition of raw material assets abroad. The separate cell
will assist DPE in the following tasks in a time bound
manner.
(i)
Circulation of
proposal for acquisition of raw material assets abroad by CPSEs to members of
CCOS
(ii)
Obtaining comments
of members on such proposal
(iii)
Convening the
meeting of CCOS within prescribed time limit
(iv)
Preparation and
circulation of Agenda and Minutes of the meetings of CCOS
(v)
Maintaining close
interaction with concerned CPSE/Ministry.
(vi)
Coordinate the
activities from the time of submission of proposal to issuance of
recommendations of CCOS
(vii)
Follow up on
recommendations of CCOS
(viii) Carry out related
tasks as may be prescribed in this regard
The Department of
Public Enterprises would extend necessary logistical and secretarial support in
this regard. However, the persons manning the cell are expected to be
self-driven and highly motivated with high integrity.
Since the cell would extend support in processing the proposals for
acquisition of raw material assets abroad, the relevant domain experience should
be in areas of Steel, Coal, Oil & Gas, Power, etc.
(ii) Essential
Qualifications:
Young
Professionals : (2

Professionals
having Masters Degree in Engineering, Finance, Law, Management. Persons with
M.Phil. or additional qualifications, research experience, published papers and
post qualification experience in the relevant field would be
preferred.
or
Retired Government
employees with (i) Grade pay of Rs.6,600 and above and (ii) at least 5 years
experience in the required domain field would also be eligible for this
position.
Consultants: (6
Nos.)
Professionals
having Master Degree or Bachelors degree in Engineering, Finance, Law,
Management and minimum post qualification experience of 10 years in the
requisite field. It is further provided that for very bright candidates, the
Evaluation Committee can relax the post qualification experience requirement
upto 5 years.
or
Retired Government
employees with (i) grade pay or Rs.7600/- and above and (ii) at least 10 years
experience in the required domain field would also be eligible for this
position.
Senior Consultants:
(2 Nos.)
Professionals
having a Ph.D. degree in Engineering, Finance, Law, Management and minimum post
qualification experience of 15 years in the requisite field. For very bright
candidates, the Evaluation Committee can relax the post qualification experience
requirement upto 5 years.

Retired Government
employees of the level of Secretaries with experience and knowledge in the
required domain field would also be eligible for this
position.
(iii) Desirable
Qualifications:

Good Academic
Record and computer skilled
ุ
Strong
communication skills, both oral and written.
ุ
Thorough knowledge
of Computer applications, e.g. MS Office, etc.
ุ
Analytical and
presentation skills with ability to generate a well- researched and written
notes.
ุ
Experience in
collection, compilation and analysis of statistical data.
ุ
Knowledge of
Government procedure of preparation of Cabinet
Notes/Reports/Reviews/Notes/Briefs etc.
ุ
Understanding of
dynamics of overseas commercial operations and related issues with relevant
domain experience in areas of Steel, Coal, Oil & Gas, Power,
etc
(iv) Duration
: Candidates selected will be
appointed on contract basis for an initial period of one year. This term can be
extended upto maximum 5 years depending on the performance of the candidate/need
of the Department of Public Enterprises. However, the maximum duration of the
contract will not be extended beyond five years.
(v) Fee for outside
experts (other than retired Government servants)
The consolidated fee shall range be Rs. 25,000/- to Rs.40,000/- per month
(for Young Professionals), Rs.70,000/- (for Consultants) and Rs.1,00,000/- for
Senior Consultants.
Fee for Retired
Govt. Servants
The amount of fee
in the case of retired Government officials appointed as Consultants in any of
the three categories shall be decided in such a way that the fee plus
pension drawn by them shall not exceed the last pay drawn. However, they will
continue to draw pension and the dearness relief on pension during the period of
their engagement as Consultant.
(vi) Local
Conveyance & TA/DA:
Consultants in any of the three categories will be paid an additional
amount of Rs.1500/- per month (in case of Young Professionals)/ Rs.3000/- per
month (in case of Consultant) and Rs.10,000/- per month (in case of Senior
Consultant) as local conveyance. The TA/DA entitlements would be as
under.

(vii) Age limt Maximum age limit
for appointment of Young Professionals shall be 40 years and for
Consultants/Senior Consultants shall be 65 years.
