Subject: Guidelines for recognition of Federations of Service Associations/ Unions formed by the Central Government employees.

                    This has reference to the guidelines for recognition of federations notified vide this Departmentís O.M. of even number dated 3rd July, 2002.  Based on the discussions in the meeting of the Standing Committee (JCM) held on 28th August, 2002 and references received from different Ministries / Departments, it is clarified that, in addition to the prescribed conditions as per the aforesaid instructions,  the federations may be considered for recognition only if the membership of the affiliated Unions / Associations taken together constitute a minimum 15% of the entire work force of the concerned Organisation / Department / Ministry.
