Inclusion of Jains as a minority community under Section 2(c) of the National Commission for Minorities (NCM) Act, 1992
New Delhi, Jan 20, 2014
The Union Cabinet today gave its approval forinclusion of Jains as a minority under Section 2 (c) of the National Commission for Minorities Act, 1992 and the Attorney General through the Ministry of Law and Justice has opined that this would be neither be illegal nor unconstitutional. The Cabinet approved the inclusion of Jains in the list of notified minority communities under Section 2(c) of the National Commission for Minorities Act, 1992 pending the outcome of court cases in addition to the five communities already notified as minorities under Section 2(c) of the National Commission for Minorities Act, 1992.These communities are Muslims, Christians, Buddhists, Sikhs and Zoroastrians (Parsis).
Background:
Under Section 2(c) of National Commission for Minorities (NCM) Act, 1992, five religious communities; Muslims, Christians, Sikhs, Buddhists and Parsis are declared as minority communities through a Government Notification issued in October 1993. Thereafter, the Ministry of Minority Affairs has been receiving regular representations and RTI applications for inclusion of Jains as a minority community under this Section.

Platform for up to Date Information in Easy Language through Dialogue

Shri K. Rahman Khan, the Union Minister for Minority Affairs launched a dedicated Toll Free Helpline- 1XXX-XX-2001 with brand name “Khidmat”, here today in presence of Shri Ninong Ering, Minister of State, Ministry of Minority Affairs and Shri Charles Dais, Member Parliament. Dedicating “Khidmat” helpline to the minority people of India, the Minister expressed hope to fulfill the dream of Father of Nation Mahatma Gandhi for inclusive growth of all sections, particularly deprived sections of Society. Speaking on the occasion Shri K. Rahman Khan said that the service will empower minorities through up to date information. With helpline being operational, initially, it will remain open from 9:00 a.m. to 6.00 p.m. on all working days he, added. Depending on success and demand, the Ministry may go even for 24X7 helpline with upgraded facilities. In the changing India, when phone services and mobiles have reached every nook and corner, the dedicated helpline would be a better idea to spread information about development and welfare programmes and related complaints.

The right information in time is the power, the Ministry through “Khidmat” helpline endeavours to hand over power to the minority people of all levels equally, the Minister added. This helpline would not only help in inclusive growth of minorities but will also increase transparency and efficiency in governance.

The Ministry of Minority Affairs has got the mandate to ensure a focused approach towards issues relating to the notified minorities and to facilitate the formulation of overall policy, planning, coordination, evaluation and review of the regulatory framework and development programmes for the benefit of the minority communities.

To fulfill the mandate for minorities, the Ministry formulated and implemented many development and welfare schemes for infrastructure development, educational empowerment, economic empowerment, women empowerment and Wakf development.

During the course of implementation of various programmes and schemes, in addition to field level bottlenecks, Ministry experienced that lack of information about the programmes/schemes among target population is one of the most important bottlenecks. Though for last few years, Ministry regularly launched multi-media campaign through print, electronic and new media, yet due to limited shelf life of such mediums the reach of the programmes could not be maximized.

The Ministry came up with this dedicated Toll Free Helpline as it felt that the target population requires a platform where they can get up to date information in easy language through dialogue and where their most of the queries may be satisfied. It was also felt that people either do not have access to information available on website or find it difficult and tedious to surf the information on website. Ministry understands that without adequate information about Ministry’s programmes among minorities, it would be very difficult for the Ministry to achieve its goals and mission.

With launch of this helpline, a student sitting in a village or remote area can get instant information at his or her leisure about scholarship schemes. An unemployed minority youth can get instant information about skill development training programmes run by Ministry and employment opportunities.

As explained in an authoritative website on freemasonry, freemasonry is kindness in the home, honesty in business, courtesy in society, earnest in work, pity and concern for the unfortunate, resistance towards evil, help for the weak, forgiveness for the penitent, love for one another and reverence and love for God.

Freemasonry is many things, but above all, Freemasonry is a way of life, not "apart" from society but a "part of society". In the year 2008 the third "Grand Master’s Festival of Charity" of the Grand Lodge of Ireland was held, during which they raised £600,000 for very worthy Non-Masonic Charities.  On this occasion the three charities were, The Samaritans, The Northern Ireland Children’s Hospice and the Laura Lynn Children’s Hospice Foundation.

Membership of their Order is open to all men of integrity and goodwill, irrespective of colour or creed, on condition that they profess a belief in a Supreme Being. How they choose to worship Him is not of interest to them.   There is evidence that Freemasonry existed in Ireland 500 years ago. The Grand Lodge of Ireland, the governing body, was constituted in 1725 and celebrated its 275th Anniversary in the year 2000, the last year of the 20th century.

The Grand Lodge of Ireland are the second oldest Grand Lodge in the World. Freemasonry brings men of goodwill together to enjoy one another’s company and to continue the traditions dating back hundreds of years.  It fulfils as great a need to-day as it did then.

Their Lodges are located all over the island of Ireland and in many Countries overseas.  It is said that the sun never sets on Irish Freemasonry.

GRAND LODGE OF FREEMASONS OF IRELAND DECLARATION OF FUNDAMENTAL PRINCIPLES OF THE ORDER

The Grand Lodge of Freemasons of Ireland Declaration of Fundamental Principles of the Order are as follows:-

Freemasosns_Hall 1. The first condition of admission into, and membership of, the Order is a belief in the Supreme Being. This is essential and admits of no compromise.

2. The Bible, referred to by Freemasons as the Volume of the Sacred Law, is always open in the Lodges. Every candidate is required to take his Obligation on that Book or on the Volume which is held by his particular creed to impart sanctity to an oath or promise taken upon it.
3. Everyone who enters Freemasonry is at the outset strictly forbidden to countenance any act which may have a tendency to subvert peace and good order of society; he must pay due obedience to the law of any State in which he resides or which may afford him protection, and he must never be remiss in the allegiance due to the Sovereign / Head of State of his native land.
4. While Irish Freemasonry thus inculcates in each of its members the duties of loyalty and citizenship, it reserves to the individual the right to hold his own opinion with regard to public affairs. But neither in any Lodge, nor at any time in his capacity as a Freemason, is he permitted to discuss or to advance his views on theological or political questions.
5. The Grand Lodge has always consistently refused to express any opinion on questions of foreign or domestic state policy either at home or abroad, and it will not allow its name to be associated with any action, however humanitarian it may appear to be, which infringes its unalterable policy of standing aloof from every question affecting the relations between one government and another, or between political parties, or questions as to rival theories of government.
6. The Grand Lodge is aware that there do exist Bodies, styling themselves Freemasons, which do not adhere to these principles, and while that attitude exists, the Grand Lodge of Ireland refuses absolutely to have any relations with such Bodies or to regard them as Freemasons.
7. This Grand Lodge is a Sovereign and independent Body practising Freemasonry only within the three Degrees and only with the limits defined in its Constitution as "pure Ancient Masonry". It does not recognise or admit the existence of any superior Masonic authority, however styled.
8. There is no secret with regard to any of the basic principles of Freemasonry, some of which have been stated above. The Grand Lodge will always consider the recognition of those Grand Lodges which profess, and practice and can show that they have consistently professed and practised those established and unaltered principles, but in no circumstances will it enter into discussion with a view to any new or varied interpretation of them. They must be accepted and practised wholeheartedly and in their entirety by those who desire to be recognised as Freemasons by the Grand Lodge of Ireland.
