New Delhi. “It’s one step forward towards realizing Prime Minister’s vision of Digital India”, said Minister of Road Transport & Highways and Shipping, Shri Nitin Gadkari while inaugurating the system of online collection of light dues of the Directorate General of Lighthouses and Lightships (DGLL) here today. Till now, the mode of Light dues payment was only by way of physical payment. With a view to promote ease of business, a number of e-governance initiatives have been taken up by the Ministry of Shipping. As a part of the ongoing efforts, Directorate General of Lighthouses and Lightships (DGLL) has now facilitated the payment of Light dues through online mode. Syndicate Bank has now been accredited to collect the Light dues through online banking. Online payment of Light-dues can be made by accessing the website of Directorate General of Lighthouses and Lightships or Syndicate Bank. The existing manual mode of payment of Light-dues will also co-exist. Online collection will avoid the delay which normally arises in manual mode of payment and would facilitate the ship owners in obtaining prompt Light dues clearance from the Customs and Port Authorities. Faster clearance of ships and reduction in detention time of vessels for payment of Light dues by shipping agency/ship owner will further the cause of ease of business. DGLL had simplified the procedure for collection of Light dues in respect of Container Vessels in November 2014 by charging the dues based on TEU (Twenty Feet Equivalent Unit) instead of Net Registered Tonnage. Speaking on the occasion, the Minister reiterated that Lighthouses and Islands would be linked with tourism. To turn Lighthouses tourist attractions, feasibility studies have been completed for Lighthouses at Mahablipuram, Chennai, Rameshwaram, Muttom (Kanyakumari), Kanhoji Angre, Konark, Dwarka, False Point (Odisha), Veraval (Gujarat), Gopalpur (Odisha), Aguada (GOA), Kaddalur Point (Kerala), Minicoy (Lakshwadweep), Sun Rock (Mumbai) and Dolphin’s Nose (Visakhapatnam). The Request for Proposal (RFP) has already been prepared for five Lighthouses at Kanhoji Angre, Chennai, Mahabalipuram, Sun Rock and Dolphin’s Nose. (Source: pib press release)

The Union Cabinet today approved constitution of National Capital Region Transport Corporation Limited (NCRTC) under the Companies Act, 1956 with initial seed capital of Rs.100 crore as per Company Act, 1956 for designing, developing, implementing, financing, operating and maintaining Regional Rapid Transit system (RRTS) in National Capital Region (NCR) to provide comfortable and fast transit to NCR towns and meet the high growth in transport demand. This company may form subsidiary companies for implementing each corridor.

The actual cost, financing plan, RRTS alignments, real estate development, financing through Transit Oriented Development, etc. will be firmed up and frozen in the DPRs of these projects while processing proposals for each corridor for sanction subsequently. The DPRs are under finalization.
The NCRTC shall be set up within two months after approval of the Cabinet. NCRTC is proposed as the implementing agency for taking up the RRTS project in the NCR. It is envisaged to undertake design construction, operation and maintenance of the RRTS project on a similar pattern as the Delhi Metro Rail Corporation (DMRC). It will cover the States of Delhi, Haryana, Rajasthan and Uttar Pradesh.
Background
The National Capital Region Planning Board (NCRPB) had prepared a `Functional Plan on Transport for NCR-2032`, which recommended eight RRTS Corridors to connect important towns of the NCR with a high speed rail based commuter transit system.
A Task Force set up by the Planning Commission for the RRTS for the NCR in its meeting held in December, 2009 proposed the construction of a Special Purpose Vehicle (SPV) called NCRTC, for the implementation of a comprehensive integrated multi-modal suburban commuter transportation system for the NCR, to start with a corpus of Rs.100 crore.

Union Cabinet to take up Proposal for New Regional Rapid Rail System Shortly: Kamal Nath NCR Planning Board Unveils New Regional Plan 2021
New Delhi. The NCR Planning Board has approved the inclusion of Bhiwani and Mahendragarh districts of Haryana and Bharatpur district of Rajasthan in the National Capital Region. The NCR Planning Board which met here today under the chairmanship of the Urban Development Minister Shri Kamal Nath also approved the Rajasthan Government request for identification of Jaipur as Counter Magnet Area. The Board also approved the Sub-Regional plan for UP sub-region.
The meeting was attended by the Union Minister for Housing and Urban Poverty Alleviation Ms. Girija Vyas, the Chief Minister of Delhi Ms. Shiela Dixit, the Chief Minister of Haryana Sh. Bhupinder Singh Hooda, the Lt. Governor of Delhi Sh. Tejender Khanna and the Secretary Urban Development Sh. Sudhir Krishna, besides senior officers from the participating States and other Ministries.
The Minister stressed the need of an economic and efficient mass transportation system as an essential driver of regional economic development and highlighted the need for Regional Rapid Transit System in NCR. Implementation of these projects would help in reduction of travel time within NCR, reduction of number of vehicles on roads, decongestion of both National Highways and arterial roads and tremendous reduction in pollution levels and ultimately improvement in the quality of life in NCR. He stated that the Expenditure Finance Committee (EFC) has recommended setting up of the National Capital Region Transport Corporation (NCRTC) for implementation of RRTS which in Phase-I will connect Delhi-Panipat (111 km), Delhi-Alwar (180 km) and Delhi-Meerut (90 km). The matter will be taken up by the Cabinet shortly. The work on the three corridors would start soon and would be completed by 2016. NCRPB would contribute Rs. 200 crore to begin the work on one of the lines.
Shri Kamal Nath stated that the Regional Plan 2021 has been reviewed and the Draft Revised Regional Plan 2021 prepared by the NCRPB in consultation with the participating states and stake-holders has been approved for inviting objections and suggestions from the public under the provisions of the NCR Planning Board Act, 1985. He said, the per capita income of the NCR region has consistently been higher than that of the country; the rate of growth of both GDP and per capita income has also been consistently higher than the rest of the country.
NCRPB has provided loan financing for 277 infrastructure projects worth Rs. 18, 994 crore upto March, 2013. Actual loan disbursement has increased from Rs. 6,045 crore in March, 2012 to Rs. 6,464 crore in March, 2013. In addition to raising funds to the tune of Rs. 1,100 crore from domestic capital market, the Board has also drawn an amount of Rs. 137.64 crore from Asian Development Bank and Rs. 108.45 crore from KfW. The Board has maintained its track record of 100 percent recovery of loans. This good financial management has been reflected in the credit rating of ‘AAA with Stable Outlook’ with three credit rating agencies CRISIL, ICRA and FITCH, Shri Kamal Nath said.
In the last meeting, the Board decided to provide as Grant 15% of the project cost. The Minister said the State that the interest rates on loans for priority sector projects i.e. water, sewerage, solid waste management, drainage, roads & RoB’s would be reduced from 8.25% to 7.25% and for other sectors from 9.50% to 9%.
He said, the Board is a unique example of inter-State and inter-agency coordination spread over four federal states and 108 cities & towns. He added that 62% urbanisation level of NCR is expected to reach about 73% by 2021 as per the revised Regional Plan-2021 and it merits special attention to address its infrastructural and environmental challenges. He said that the NCR Planning Board’s strategy has always been to assist State Governments at all levels to develop the Region in an even more equitable, efficient, sustainable and environmentally friendly manner.

Extension of National Capital Region

National Capital Region Planning Board(NCRPB) has informed that the Study Group on Policy Zones, Demographic Profile and Settlement Pattern, constituted for preparation of Regional Planning-2021(RP) examined the matter of inclusion of additional areas in the National Capital Region (NCR) and recommended that the area of NCR needs to be extended to the extent its boundary coincides with the district boundaries as prevailing in 2001 and further recommended for the inclusion of the total area of Alwar District.
The Study Group further recommended that the area of NCR may not be further extended at least upto the year 2021 as the existing area of NCR has not developed as envisaged and any extension will amount to spreading of scarce financial resources thinly.
Board has received a request from Government of Rajasthan for inclusion of Bharatpur District in NCR.
Board has also received requests for inclusion of Mahendragarh, Bhiwani & Mathura Districts, besides Narnaul town.
Board has requested the Government of Haryana and Uttar Pradesh for their views and comments.
The matter of inclusion of additional areas will be examined by a Study Group constituted for Review and Revision of RP-2021 for NCR. The matter will be considered by the Board after the examination by the Study Group.
