Submission of Fake Caste Certificates

Information about appointments secured on the basis of fake/false caste certificates is not centrally maintained.
However, the Central Government had undertaken a one-time exercise to collect information about appointments secured on the basis of fake/false caste certificates in the year 2010. As per information received from various Ministries/Departments etc. 1832 appointments were allegedly secured on the basis of fake/false caste certificates. Disciplinary proceedings had been instituted in all the cases. It was reported that out of the above 1832 cases, 276 had resulted in suspension/removal etc, whereas 521 cases were entangled into litigations and in remaining 1035 cases disciplinary proceedings were pending.

The Government instructions provide that an appointing authority should verify the caste status of SC/ST/OBC candidates at the time of initial appointment as well as at the time of promotion.
Chief Secretaries of States/Union Territories have been requested to issue instructions to the District Magistrates/ District Collectors/ Deputy Commissioners of the Districts to the effect that when asked to verify the veracity etc. of caste certificates, they should ensure at their own level that veracity of the caste/community certificate referred to the district authorities is verified and reported to the appointing authority within one month of receipt of request from such authority. In order to rule out collusion between candidates holding false/forged certificate and employees at the district level or sub-district level, disciplinary proceedings may be initiated against officers who default in timely verification of caste status in such cases or issue false certificates.
This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Rattan Lal Kataria in the Lok Sabha today.

Will Govt. employees be required to share insights and pictures on return from LTC trip?

New Delhi. The Central Government employees may be encouraged to share interesting insights and pictures, if any, of the destination he/she would visit while availing LTC, on an appropriate forum. (cf. para 5 of the DoPT O.M. 31011/3/2015-Estt (A.IV) dated 11.01.2016).
The other points in the proposal, put up by DoPT for comments to be furnished over the next fortnight, are as under:
• To remove the bottlenecks in the processing of the LTC claims, it has been decided by the Department of Personnel & Training to simplify the procedure of application and make the procedure of processing of LTC claims time-bound. The following time-limits shall be followed while processing the LTC applications/claims of the Government servants.

* It may be noted that in cases where the place of posting of the Government employees is away from their Headquarters, additional 2 days transit-time may be allowed. The person proceeds on LTC after S.No.1 and 2, i.e. after ten days of applying LTC.
• The Government servants are required to inform their Controlling Officer before the journey (s) on LTC to be undertaken.
• It has now been decided that the Leave Sanctioning Authority shall obtain a self-certification from the employee regarding the proposed LTC journey. The pro forma for self-certification has been annexed to the aforesaid O.M. dated 11.01.2016.
• It has also been decided that whenever a Government servant applies for LTC, he/she may be provided with a copy of the guidelines (enclosed with the aforesaid O.M. dated 11.01.2016) which needs to be followed while availing LTC.
• Comments on the above proposal may be furnished to the Department of Personnel & Training within 15 days via e-mail to e-mail address, jha.sn@nic.in.

How do you define corruption?

“Generally speaking as “the abuse of entrusted power for private gain”. Corruption can be classified as grand, petty and political, depending on the amounts of money lost and the sector where it occurs.
Grand corruption consists of acts committed at a high level of government that distort policies or the central functioning of the state, enabling leaders to benefit at the expense of the public good. Petty corruption refers to everyday abuse of entrusted power by low- and mid-level public officials in their interactions with ordinary citizens, who often are trying to access basic goods or services in places like hospitals, schools, police departments and other agencies.
Political corruption is a manipulation of policies, institutions and rules of procedure in the allocation of resources and financing by political decision makers, who abuse their position to sustain their power, status and wealth.”
