Unique Identification Authority of India (UIDAI) has asked citizens to stay away from vendors or outlets that make plastic Aadhaar card or PVC smart cards as it is unusable. This is due to the unauthorised printing of QR codes on the card at these shops which makes the card dysfunctional.
The UIDAI in a statement has also warned that using plastic or PVC smart cards can lead to sharing Aadhaar details without consent through deceitful means. …

On Thursday night, Chennai resident Jayashree faced hurdles in getting cashless treatment at Fortis Malar. Euthanasia and ‘Living Will’ allowed by Supreme Court

NEW DELHI: While observing that human beings have the right to die with dignity, the Supreme Court (SC) today allowed passive euthanasia, but have set out strict guidelines that will govern when it is permissible.
According to the Times of India report, the apex court also allowed an individual to draft a living will specifying that they not be put on life support if they slip into an incurable coma in the future. In a ‘living will’, a person can make a statement in advance that their life should not be prolonged by putting them on a ventilator or an artificial support system.
The Supreme Court, in its judgment, has arrived at the following conclusions on the subject:-
“M. CONCLUSIONS:
From the above discussions, we arrive on following conclusions:
(i) The Constitution Bench in Gian Kaur’s case held that the “right to life: including right to live ithhuman ignity” would mean the existence of such right up to the end of natural life, which also includes the right to a dignified life upto the point of death including a dignified procedure of death. The above right was held to be part of fundamental right enshrined under Article 21 of the Constitution which we also reiterate.
(ii) We agree with the observation made in the reference order of the threeJudge Bench to the effect that the Constitution Bench in Gian Kaur’s case did not express any binding view on the subject of euthanasia. We hold that no binding view was expressed by the Constitution Bench on the subject of Euthanasia.
(iii) The Constitution Bench, however, noted a distinction between cases in which physician decides not to provide or continue to provide for treatment and care, which could or might prolong his life and those in which he decides to administer a lethal drug even though with object of relieving the patient from pain and suffering. The later was held not to be covered under any right flowing from Article 21.
(iv) Thus, the law of the land as existing today is that no one is permitted to cause death of another person including a physician by administering any lethal drug even if the objective is to relieve the patient from pain and suffering.
(v) An adult human being of conscious mind is fully entitled to refuse medical treatment or to decide not to take medical treatment and may decide to embrace the death in natural way.
(vi) Euthanasia as the meaning of words suggest is an act which leads to a good death. Some positive act is necessary to characterise the action as Euthanasia. Euthanasia is also commonly called “assisted suicide” due to the above reasons.
(vii) We are thus of the opinion that the right not to take a life saving treatment by a person, who is competent to take an informed decision is not covered by the concept of euthanasia as it is commonly understood but a decision to withdraw life saving treatment by a patient who is competent to take decision as well as with regard to a patient who is not competent to take decision can be termed as passive euthanasia, which is lawful and legally permissible in this country.
(viii) The right of patient who is incompetent to express his view cannot be outside of fold of Article 21 of the Constitution of India.
(ix) We also are of the opinion that in cases of incompetent patients who are unable to take an informed decision, “the best interests principle” be applied and such decision be taken by specified competent medical experts and be implemented after providing a cooling period to enable aggrieved person to approach the court of law.
(x) An advance medical directive is an individual’s advance exercise of his autonomy on the subject of extent of medical intervention that he wishes to allow upon his own body at a future date, when he may not be in a position to specify his wishes. The purpose and object of advance medical directive is to express the choice of a person regarding medical treatment in an event when he loses capacity to take a decision. The right to execute an advance medical directive is nothing but a step towards protection of aforesaid right by an individual.
(xi) Right of execution of an advance medical directive by an individual does not depend on any recognition or legislation by a State and we are of the considered opinion that such rights can be exercised by an individual in recognition and in affirmation of his right of bodily integrity and self-determination. In view of our conclusions as noted above the writ petition is allowed in the following manner:
(a) The right to die with dignity as fundamental right has already been declared by the Constitution Bench judgment of this Court in Gian Kaur case (supra) which we reiterate.
(b) We declare that an adult human being having mental capacity to take an informed decision has right to refuse medical treatment including withdrawal from life saving devices.
(c) A person of competent mental faculty is entitled to execute an advance medical directive in accordance with safeguards as referred to above.”

Padma Awards – one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines/ fields of activities, viz.- art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field. The awards are announced on the occasion of Republic Day every year.

These awards are conferred by the President of India at ceremonial functions which are held at Rashtrapati Bhawan usually around March/ April every year. This year the President of India has approved conferment of 85 Padma Awards including two duo cases (in a duo case, the award is counted as one) as per list below. NEW DELHI: The government wants to map your address — residential or professional — digitally, something done by Aadhaar for an individual’s identification. 
The department of posts – which is under the ministry of communications — has ordered a pilot project that will accord a six-character alphanumeric digital address for every property for three postal pin code locations.
The idea is to provide e-locations (like on Google Maps) for the addresses therein and then provide possibilities to link them to other information, such as property title and ownership, property tax records, information on utilities like electricity, water and gas. …

MUMBAI: A suspected case of SIM card swapping has led to a Mumbai-based textile businessman losing Rs. 1.86 crore from his bank account. A case has been registered with the cybercrime wing of the Mumbai Police.
The businessman, whose identity is not being revealed, says he received six missed calls on his mobile phone between 11.44 pm and 1.58 am on December 27-28, after which the fraud took place. Cyber experts call it the “SIM swap”, in which criminals gain access to the data and use the OTP that is required to transfer funds. SIM swap is a relatively new and technologically advanced form of fraud that allows hackers to gain access to bank account details, credit card numbers, and other personal data. …

All mobile users need to link their Aadhaar cards with mobile SIM cards by February 6, 2018, as per a government directive. For the ease of mobile phone subscribers, the government has announced some new ways to link mobile SIMs with Aadhaar (called reverification of SIMs). These new mechanisms have come into effect from yesterday (December 1).
Courtesy these new linking methods, mobile users no longer need to visit stores of their telecom service provider and can avail OTP-based service to link their 12-digit Aadhaar with mobile number. In a tweet, UIDAI said that from Dec 1 2017, mobile subscribers can also choose to verify their mobile SIM with Aadhaar without giving their biometrics to telecom service providers. …

New Delhi. The Government has revised the House Building Advance (HBA) rules for Central Government Employees incorporating the accepted recommendations of the 7th Pay Commission.  Following are the salient features of the new rules:-

  1. The total amount of advance that a central government employee can borrow from government has been revised upwards. The employee can up to borrow 34 months of the basic pay subject to a maximum of Rs. 25 lakhs (Rs. Twenty Five Lakhs only), or cost of the house/flat, or the amount according to repaying capacity, whichever is the least for new construction/purchase of new house/flat.  Earlier this limit was only Rs.7.50 lakhs.
  2. Similarly, the HBA amount for expansion of the house has been revised to a maximum of Rs.10 lakhs or 34 months of basic pay or cost of the expansion of the house or amount according to repaying capacity, whichever is least. This amount was earlier Rs.1.80 lakhs.
  3. The cost ceiling limit of the house which an employee can construct/purchase has been revised to Rs.1.00 crore with a proviso of upward revision of 25% in deserving cases. The earlier cost ceiling limit was Rs.30 lakhs.
  4. Both spouses, if they are central government employees, are now eligible to take HBA either jointly, or separately.  Earlier only one spouse was eligible for House Building Advance.
  5. There is a provision for individuals migrating from home loans taken from Financial Institutions/ Banks to HBA, if they so desire.
  6. The provision for availing ‘second charge’ on the house for taking loans to fund balance amount from Banks/ Financial Institutions has been simplified considerably. ‘No Objection Certificate’ will be issued along with sanction order of HBA, on employee’s declaration.
  7. Henceforth, the rate of Interest on Housing Building Advance shall be at only one rate of 8.50% at simple interest (in place of the earlier four slabs of  bearing interest rates ranging from 6% to 9.50% for different slabs of HBA which ranged from Rs.50,000/- to Rs.7,50,000/-) .
  8. This rate of interest shall be reviewed every three years.  All cases of subsequent tranches/ installments of HBA being taken by the employee in different financial years shall be governed by the applicable rate of interest in the year in which the HBA was sanctioned, in the event of change in the rate of interest.  HBA is admissible to an employee only once in a life time.
  9. The clause of adding a higher rate of interest at 2.5% (two point five percent) above the prescribed rate during sanction of House Building Advance stands withdrawn. Earlier the employee was sanctioned an advance at an interest rate of 2.5%  above the scheduled rates with the stipulation that if conditions attached to the sanction including those relating to the recovery of amount are fulfilled completely,  to the satisfaction of the competent authority, a rebate of interest to the extent of 2.5% was allowed.
  10. The methodology of recovery of HBA shall continue as per the existing pattern recovery of principal first in the first fifteen years in 180 monthly instalments and interest thereafter in next five years in 60 monthly instalments.
  11. The house/flat constructed/purchased with the help of House Building advance can be insured with the private insurance companies which are approved by Insurance Regulatory Development Authority (IRDA).
  12. This attractive package is expected to incentivize the government employee to buy house/ flat by taking the revised HBA along with other bank loans, if required. This will give a fillip to the Housing infrastructure sector.(Source: pib website)

MUMBAI: In one of the highest payouts in recent months, a Motor Accidents Claims Tribunal has ordered an insurance company and a truck owner to pay Rs 1 crore to the widower of a 26-year-old business development Carlsberg executive who died after her scooter was run over by a truck below the Andheri flyover in 2008.
Making no distinction between sexes in financial dependency by a spouse, the tribunal found the widower, now 37, was unemployed at the time of the incident and dependent on his wife. In one such “cryptic” order passed by the Motor Accident Claims Tribunal (MACT), Junagadh, the high court noticed, “It is a settled proposition of law that the courts are required to support their orders with cogent reasons as it introduces clarity in an order. Appropriate brief reasons, though not like a judgement are a necessary concomitant for a valid order.” …

Good news for Indian Railways passengers! Now, you can seek help or register your complaints more easily and conveniently. The 139 service number of Indian Railways has now been converted into an integrated Indian Railways helpline number, based on an interactive voice response system. Thus, from now on, railway passengers will not have to remember different numbers. According to Piyush Goyal-chaired Railway Ministry, starting from January 1, 2020, only 139 number can be used by passengers or railway users instead of several helpline numbers of Indian Railways. To seek help from railway authorities, passengers just need to give a call or SMS on the number 139. The integrated railway helpline number service would be available in 12 different languages. …
